Multi-State Permitting Advisory in a Semi-Enclosed Sea

Advised a regional submarine cable developer on the regulatory framework for a route traversing a semi-enclosed sea with a complex multi-state legal regime. Work covered landing authorizations, environmental and survey approvals, and analysis of coastal-state requirements where the applicable legal architecture sits outside the standard UNCLOS framework. Output included a consolidated permitting matrix aligned to the developer's commercial milestones.

North American – Caribbean Island Permitting Desktop Review

Supported the development of a submarine cable system connecting a North American mainland landing at a Caribbean jurisdiction. Work covered the full US federal regulatory pathway — including cable landing licence proceedings, executive branch national security review, and federal and local coastal and environmental permitting — alongside the corresponding regulatory and environmental clearances at the Caribbean landing. Managed the parallel jurisdictional workstreams to deliver a coordinated approvals timeline. The deliverable included a detailed permitting review and a concise permitting matrix.

Lead Investigator, Sustainable Subsea Networks

During the 1st Phase of the Sustainable Subsea Networks, Anjali led the regulatory and policy research stream of the Sustainable Subsea Networks Project, an industry-wide effort to define what sustainability means for the global submarine cable sector and how it should be operationalised across the project lifecycle. Her work examined how this progressing area of regulation could affect the subsea cable network. During the course of the project, her role included reaching out to stakeholders in the industry and presenting its findings in publication and industry conferences, with the help of the research team.

Now, Anjali continues to be a Member of the Sustainable Subsea Networks Working Group / Advisory Board Meeting.

A discussion of how climate change impacts the subsea cable system — a critical element of internet infrastructure — and analysis of the legal and policy factors that inform the protection of this system.

Pioneering Research Study on the Regulatory and Policy Framework of Submarine Cable Repair in India

First-time law and policy investigation, resulting in a publication of India's critical role not being supported by an efficient and expedient permitting system for cable repairs. The study had practical recommendations and best practices that could alleviate this problem.
